Policy Brief 03 | Confronting ‘an existential problem of planetary proportions’: Assessing whether South Africa’s climate plan reflects a science-based and resilient development path

This policy brief has been developed to assist policymakers, responsible decision-makers, and stakeholders ensure that the Climate Change Act is implemented effectively through participatory processes.

The brief examines whether South Africa’s climate targets, as reflected in the Draft updated Nationally Determined Contribution (NDC, 2025), align with the best available science, its international obligations, and its fair share of global responsibility within the context of country capabilities to reflect the best possible effort to reduce emissions that cause climate change.

This document (as one part of a series of briefings) tracks the development and implementation of the regulatory instruments that provide greenhouse gas emission reduction targets and adaptation to the effects of climate change.
